Signing
ceremony of cooperation memorandum between China
Primary Health Care Foundation and Vanke School of Public Health of Tsinghua
University, as well as the start ceremony of Health China 2030 Action to
eliminate the viral hepatitis threat, was held in the central office of Chinese
Peasants and Workers Democratic Party (CPWDP) Central Committee on April 25.
Chen Zhu, vice chairman of National People’s Congress(NPC) Standing Committee, chairman
of CPWDP, attended the meeting and delivered a speech. Qu Fenghong, full-time deputy secretary general of CPPCC National Committee,vice
chairman and secretary general of CPWDP,
presided over the ceremony.
Chenfeng Fuzhen, honorary director general of WHO, principal of Vanke
School of Public Health of Tsinghua University, Cao Xirong, chairman of China
Primary Health Care Foundation, and Gao Fu, academician of Chinese Academy of Sciences,
director of China CDC, delivered speeches.
Chen Zhu delivered a speech Chen Zhu pointed out that
viral hepatitis, as the second deadly infectious disease after tuberculosis, is
a severe threat to people's health and a major public health challenge jointly
faced by all countries around the world. Due to long-term accumulation,
the number of chronic viral hepatitis patients is large, the new incidence is
still high. There are 1 million new infected hepatitis B patients and nearly 200,000
new infected hepatitis C patients in China every year. The prevention and
control task is still difficult. The realization of the goal of reducing the
incidence of viral hepatitis by 90% and the viral hepatitis related mortality
by 65% before 2030 proposed by WHO still faces many difficulties. The whole
society needs to work together. Chen Zhu stressed that, General Secretary Xi
Jinping has repeatedly pointed out "without public health, without
well-off society". Health is an inevitable requirement for human
development, an important symbol of national prosperity, and a common pursuit
of the people. During this year's NPC and CPPCC sessions, General Secretary Xi
Jinping stressed when visiting the healthcare and education sectors who
attended the CPPCC: " We should focus on major diseases and major issues
affecting people's health, accelerate the implementation of the Healthy China
Action, and build a national public health protection network.” Approved by the
fourth session of the 13th National People's Congress of China, Outline of the 14th Five-Year Plan for National
Economic and Social Development and Vision 2035 clearly
put forward to promote the construction of healthy China, build a strong public
health system, implement the national strategy of dealing with the aging
population to realize healthy China by 2035. This provides fundamental guidance
for us to achieve excellent healthcare in the new journey of building a modern
socialist country. Chen Zhu pointed out that, as a participating party with
Chinese characteristics in healthcare, population resources and ecological
environment, CPWDP has contributed to the prevention and control of viral
hepatitis to promote the construction of healthy China, conducted long-term
tracking researches, continued to submit proposals and suggestions, some of
them have been approved by the State Council and formulated into national
policies. Vanke School of Public Health of Tsinghua University and China
Primary Health Care Foundation strategically cooperated to develop Health China
2030 Action to eliminate the viral hepatitis threat, which can give full play
to the advantages of research and implement respectively. It is believed that
they will push forward the elimination of virus hepatitis threat, the
construction of public health system, and even the global health governance. He
hoped that the two sides would give full play to their respective resource
advantages, continue to deepen cooperation, explore to build a new model of
public health, effectively improve the prevention and control of viral
hepatitis, and jointly contribute Chinese wisdom and provide Chinese solutions
to the building of a human health community.

CPWDP central committee.With respective advantages,the cooperation aims to build
a platform with united forces, provide explorations and supports in system
design, scientific research, project practice and policy advocacy of virus
hepatitis elimination for China. At the meeting, Chenfeng Fuzhen and Cao
Xirong signed a memorandum of strategic cooperation on behalf of Vanke School of
Public Health of Tsinghua University and China Primary Health Care Foundation
respectively. Cao Xirong announced the list of members of the consultant and
expert committees of Health China 2030 Virus Hepatitis Elimination Action.
