From August 13rd to 16th, the Social Organization Service Center under the Ministry of Civil Affairs held the second phase of 2019 Social Organization Leader Training and Poverty Alleviation Exchange Class in Gannan Tibetan autonomous prefecture of Gansu province, aiming to thoroughly carry out the “Implementation Opinions on Supporting Poverty Alleviation in Areas of Extreme Poverty” issued by the General Office of the CPC Central Committee and General Office of the State Council and the “Notice on Extensively Guiding and Mobilizing Social Organizations to Participate in Poverty Alleviation” issued by the State Council Leading Group Office of Poverty Alleviation and Development as well as to solidly promote social organizations’ participation in poverty alleviation in areas of extreme poverty like the “three regions and three prefectures” and promote the effective matching between resource supply from social organizations and local needs for poverty alleviation. Representatives of China Liver Health and 54 leaders of other social organizations participated in the training. Liu Feng, a member of the standing committee and deputy governor of Gannan prefecture, and more than 40 leaders from relevant government departments and some local social organizations also participated in the training and exchanges. Liu Zhongxiang, secretary of the party committee of Social Organization Service Center under the Ministry of Civil Affairs, gave a lecture at the opening ceremony. During the training course, three lectures were given specifically on topics of “actively guiding and mobilizing social organizations to participate in poverty alleviation with the guidance of important statements by General Secretary Xi Jinping on poverty alleviation”, “press and publicity work of social organizations on poverty alleviation” and “common legal issues encountered by social organizations in poverty alleviation”. Trainees from the Ministry of Civil Affairs and Gannan prefecture were divided into three groups and carried out in-depth exchanges and interactive Q&As around solving problems of poverty alleviation in areas of extreme poverty. In order to give full play to the leading role of party building work, the training class established a temporary party branch, clarified the duties of the secretary, deputy secretary and other branch committee members, intensified the organization and leadership of the temporary party branch in the training work and exerted the function of the temporary party branch as fighting forts and the exemplary vanguard role of party members. Additionally, the conference group strictly observed the nine provisions in the “Regulations on Further Strengthening the Management of Trainees in the Education and Training of Cadres” issued by the Organization Department of the Central Committee as well as five disciplinary requirements put forward by Huang Shuxian, the minister of the Ministry of Civil Affairs, on further strengthening the management of training and meeting held by ministerial departments, paid close attention to academic discipline construction and created a learning atmosphere of “being strict and orderly, severe and affectionate, serious and lively”, which effectively ensured the learning effect and quality. Through the training, the trainees had an in-depth understanding of the actual situation and poverty alleviation needs in areas of extreme poverty of Gannan prefecture. They unanimously stated that they would resolutely implement the important instructions of General Secretary Xi Jinping on poverty alleviation, keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment, strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics, resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership, with a strong mission to actively respond to the call of the Party Central Committee. Under the guidance of relevant departments, social organizations would fully exert their professional expertise and resource advantages, comprehensively mobilize industry forces and elite talents, and actively and accurately match supply with demand so as to contribute to the fight against poverty. |
